Joint secretary can ban on internet during section 144

Joint Secretary, selected by the Center and the Home Secretary of the state, can order a ban on the Internet during section 144. But for this decision, the joint secretary has to get approval from the Home Secretary within 24 hours.

Changes in the rules of internet ban

Prior to the year 2017, the DMs of the area used to give orders to shut down the internet. However, the Central Government made a change in the Temporary Suspension of Telecom Services (Public Emergency or Public Safety) Rules under the Indian Telegraph Act 1885, after which the Union or State Home Secretary can now order an Internet ban.

According to the Internet Shutdown website, a total of 374 times Internet has been shut down in India from 2012 to 2019. At the same time, Internet has been banned 180 times in Kashmir, 67 times in Rajasthan, 25 times in Uttar Pradesh, 11 times in Bihar and 2 times in Uttarakhand.

Internet stopped so many times in Maharashtra and many states

The government has shut down internet a total of 10 times in Maharashtra from 2012 to 2019, 1 time in Andhra Pradesh, 1 time in Tamil Nadu and 5 times in West Bengal.
